Altair win flexible tenure project tender - Devonshires to provide legal input

Well done to leading housing consultancy, Altair, on their successful bid for a flexible tenure project procured jointly by Sovereign, Moat and Radian Housing Associations.

The project will explore the risks, opportunities and constraints associated with genuine flexible tenure to create opportunities for tenants to move towards home ownership. 

Devonshires' Head of Housing Management, Nick Billingham, will provide legal advice and input to the Project Group at Altair led by Steve Douglas and Judy Wayne.

The Project is intended to develop a deliverable model of flexible tenure (not to be confused with flexible tenancies - the new form of local authority fixed term tenancy) which allows an appropriate fit between people's circumstances, their housing costs and their aspirations. Flexible tenure in its true sense should have the ability to cater for the changing needs of tenants and offer rewards for residents who take on greater responsibility.

Nick Billingham said, "There are various legal issues arising from the implementation of true flexible tenure, but we are confident they are surmountable. This project is a timely resurrection of an idea which has been talked about in the past without ever coming to fruition. We are delighted to be involved.'
