The Homes and Communities Agency (HCA) Regulation Committee has published a consultation paper on proposed changes in its regulation of registered providers of social housing (RPs). Responses are invited no later than 4 June.
This paper identifies three main areas for enhanced regulation: ringfencing; recovery planning; and protection of public value.

The HCA’s new discussion paper is welcome. In fact it’s overdue. The truth is that housing associations have branched out significantly since the new regulatory regime came into being. This was done with the acceptance and
encouragement of Government, the HCA’s investment arm and the regulator’s acceptance that its regulatory role was more narrowly defined than under the previous regime.
