Please join us for this breakfast briefing on the recently published Fire Safety (Residential Evacuation Plans) (England) Regulations 2025. These Regulations are the Government’s response to the Personal Emergency Evacuation Plans (PEEPs) consultations. We will be discussing the implications for housing providers, the new duties for Responsible Persons and having a look at data protection implications.

Speakers:

Mark London, Partner, Construction 

Mark is Senior Partner at Devonshires and heads up our Construction, Engineering and Procurement team. The team is made up of over 30 specialist construction lawyers carrying out work across a diverse range of sectors within the industry. Their clients include registered providers of social housing, local authorities, developers, sub-contractors and private individuals. The team operate from offices in London, Leeds, and Colchester.

Mark specialises in dispute resolution work which involves litigation in the Technology and Construction Court, adjudication and arbitration. This work covers all aspects of construction and asset management. Mark also advises clients on all aspects of European procurement law and regularly acts for contracting authorities and economic operators in procurement disputes.

Lee Russell, Partner, Housing Management & Property Litigation

Lee was one of the first solicitors to qualify as part of the Solicitors Regulation Authority’s fully qualifying law degree. He was one of the youngest qualifying solicitors at the time.

Lee advises on all aspects of housing management and property litigation, regularly advising private organisations, land owners, developers, investors, charities, local authorities and some of the largest providers of social housing in the United Kingdom.

Lee’s specialism in complex dispute resolution, both in and out of court, sits alongside his extensive experience in advising on non-contentious policy and procedure in addition to regulatory matters. Lee has a developed specialism in fire safety issues and property litigation aspects to contentious construction disputes.

Hetal Ruparelia, Partner, Housing Management & Property Litigation.

Hetal advises on various aspects of Property Litigation and Housing Management including breach of lease issues, adverse possession, boundary disputes, lease variations, regeneration advice and service charge disputes. Hetal also provides non-contentious advice on housing and policy issues.

Hetal is also head of our Information Team. She has particular expertise in advising clients on compliance with the UK General Data Protection Regulation and the Data Protection Act 2018. Hetal is a specialist in the area and her experience covers all aspects of information law and privacy including the Freedom of Information Act 2000, Environmental Information Regulations 2004, breach of privacy and breach of confidentiality.
