Caroline focuses on projects involving infrastructure matters, ranging from public private partnerships (including PFI), asset transfers and joint ventures to estate regeneration development projects. Many projects Caroline has acted on have involved an element of development delivery and service provision. Caroline has worked across sectors including housing, care, extra care, health, specialist accommodation (student and key worker accommodation), leisure, education and energy.

Caroline is experienced in acting for a range of Local Authorities, Registered Providers, charities, not for profit entities, private companies and special purpose vehicles in such projects. Caroline heads up our Infrastructure & Projects Group and our multi-disciplinary Health and Care Team.

Caroline joined Devonshires Solicitors in 2006 and was promoted to Partner in 2012.

Education

Caroline graduated from Royal Holloway, University of London with a BSc (Hons) in Mathematics with Management, before completing her CPE and LPC at The College of Law, London.

Caroline is also a member of the BPF Healthcare Committee.

Notable Cases

Caroline has led a number of transfers of going concerns comprising care homes across England and Wales including advising on their local authority contracts, commercial contracts and co-ordinating all legal support needed for employment matters, resident consultation, care contracts and property matters. Caroline has also acted on the sale of a London hostel to an overseas operator for in excess of £30 million.

Caroline acted for a Local Authority on a circa £50 million public-private partnership project to deliver both private and social housing. Her combined projects and property knowledge assisted the Local Authority in navigating the complexities of this transaction.

Caroline has advised an NHS Trust on a hospital development project with a local authority including for the construction of roadways including the negotiation of a section 106 agreement. Caroline has also acted for a number of Registered Providers working with NHS Trusts in connection with the provision of keyworker accommodation.

Caroline has advised leading Registered Providers in joint venture housing deals and assisting in their procurement of a joint venture partner for regeneration matters. This includes advising the Registered Provider on complex section 106 matters, energy services, title, redevelopment matters and property structuring.

Caroline advises numerous G15 Registered Providers on a range of renewable energy matters including ESCo contracts and associated lease arrangements.

Caroline acted for a Registered Provider in relation to a site acquisition for a mixed use development in London.

Caroline is acting for a leisure provider advising them on the property aspects of multi-site leisure projects around the country.

Caroline is acting for a Registered Provider in relation to the arrangements with a London local authority for the provision of extra care accommodation navigating the complexities of balancing demand, void risk and balancing core needs in context of the personalisation agenda regarding core services.
