Areas of Expertise

Kris has extensive experience of negotiating, drafting, reviewing and reporting on all forms of commercial contracts including maintenance and facilities management contracts, supply and distribution contracts, catering contracts, joint venture agreements, outsourcing contracts care and support contracts and framework agreements for various works, services and supplies. He has acted on numerous major social infrastructure projects in the housing, care and education sectors which has entailed drafting, negotiating and advising on all aspects of the project documentation. He also provides on-going advice and assistance with numerous post-contract issues including variations, novations and complex contractual disputes.

Kris also advises on all aspects of public procurement law and practice and provides advice to both a wide range of contracting authorities (in particular Local Authorities, Registered Providers and collaborative procurement vehicles) and private sector bidding consortiums and contractors on procurement matters.


Experience

Kris joined Devonshires Solicitors in 2002 as a Trainee and qualified with us in 2004. He was made a Partner in 2013.

Notable Cases

Kris acted for London & Quadrant Housing Trust on the procurement of a design and build contract for the construction of a multi-million pound mixed tenure scheme at Whitechapel, London. The contract involves off site manufacturing and BIM. Advice included procurement strategy, preparation of the OJEU Notice, PQQ and tender documentation and the form of design and build contract.

Kris has acted for Procure Plus and linked purchasing consortia in relation to the procurement of a number of multi-million pound framework agreements for various supplies, works and services for and on behalf of their members.

Kris assisted Hyde Housing Association Limited with the group–wide procurement of their repairs and maintenance works and services. The works and services were procured in accordance with the procedures set out in the Regulations and will be delivered under a combination of framework agreements and conventional term partnering contracts, with a value of approximately £45 million per annum.
