Areas of Expertise

Kris has extensive experience of negotiating, drafting, reviewing and reporting on all forms of commercial contracts including maintenance and facilities management contracts, supply and distribution contracts, energy contracts, ICT contracts, catering contracts, joint venture agreements, outsourcing contracts care and support contracts and framework agreements and terms of business for various works, services and supplies.

He has acted on numerous PFI/PPP projects in the housing, care, health and education sectors which has entailed drafting, negotiating and advising on all aspects of the project documentation. He also provides on-going advice and assistance with numerous post-contract issues including variations, novations and complex contractual disputes.

Kris also advises on all aspects of public procurement law and practice and provides advice to both a wide range of contracting authorities (in particular Local Authorities, Registered Providers and collaborative procurement vehicles) and private sector bidding consortiums and contractors on procurement matters.


Experience

Kris joined Devonshires Solicitors in 2002 as a Trainee and qualified with us in 2004. He was made a Partner in 2013.


Publications

Kris regularly contributes to our Commercial Contracts, Technology and Procurement Brief, and has written articles on public procurement issues for Inside Housing and other trade publications.

Notable Cases

Kris acted for Metropolitan Thames Valley Housing in relation to the procurement of a joint venture partner for the delivery of the Clapham Park Estate regeneration project. Advice included advice on procurement strategy, preparation of the tender documents, and advice in relation to the procurement process.

Kris acts for Procure Plus (a social housing procurement consortia) in relation to the procurement of a number of multi-million pound framework agreements for various supplies, works and services for and on behalf of their members.

Kris acted for Notting Hill Genesis in connection with the procurement and preparation of various framework agreements for development works and services. Advice included review of the tender documents, preparation of the forms of framework agreements and construction and consultancy contracts, and assisting with negotiations with bidders over the contract terms.
