Services
For more than 25 years, our Infrastructure & Projects team has guided clients through complex PPP and PFI programmes, helping them plan ahead, manage risk and keep projects moving. If you are preparing a new procurement, assessing operational pressures or approaching expiry, we help you understand your options early and act with confidence.
We work across housing, leisure, care, transport, education, energy and wider public infrastructure. Because we advise procurers, sponsors, financiers and contractors, we understand the pressures on each side of the table. That insight allows us to anticipate issues, suggest proportionate solutions and keep negotiations practical. Our role is to make progress easier; whether that means navigating construction challenges, shaping variation strategies or managing potential disputes.
If you are planning for expiry, we can help you structure handback, assess contract readiness and prepare for future operating models. Many early‑generation PFIs are reaching this point, and we are already supporting clients through the transition.
Our finance capability strengthens this support. We advise on infrastructure project finance, capital markets and project finance, and funding structures involving commercial bank debt, listed bonds and private placements. Having acted on more than 40 listed bond issues and numerous private placements, we can guide you through lender expectations and the wider market context.
We also work closely with technical, financial and legal advisers in the public-private partnership space. This collaborative experience means we focus on securing clear, workable outcomes for you while keeping negotiations efficient.

Our Infrastructure & Projects team brings together specialists from across the firm to give you a seamless, end‑to‑end service. The group is led by experienced Partners who understand the demands of PPP, PFI, construction, finance, employment and dispute resolution work, ensuring you receive the right support at the right time.
Partners Caroline Mostowfi, Kris Kelliher, Jonathan Jarvis and Jamie Leonard lead from a projects perspective. They advise on procurement, lifecycle management and complex commercial arrangements across housing, leisure, education, health and care. Having acted for both public and private sector clients, they know the commercial priorities on each side and the practical steps that help projects progress.
Our dispute resolution Partners, Pauline Lépissier, Nikki Bowker and Matthew Cocklin, support clients dealing with performance issues, FM‑related disputes, construction challenges, and regulatory investigations. If you are facing operational pressure or potential claims, they help you assess the position early and shape a clear route forward.
Our finance team, led by Julian Barker, Gary Grigor and Natalie Swales, advises on project finance structures including bank debt, private placements and listed bond issues. Their experience means you benefit from clear, commercially grounded guidance on funding and refinancing options.
Employment and pensions input is provided by Katie Maguire and Kirsty Thompson, who advise on workforce, TUPE, contractual and HR matters arising across major programmes.
Together, this multidisciplinary group supports PPP sponsors, lenders, contractors, operators and public sector bodies throughout the project lifecycle, giving you focused, informed advice when it matters most.
